Volker Turk is coming to Dhaka, the possibility of setting up the United Nations Human Rights Office

United Nations High Commissioner for Human Rights Volker Turk will visit Bangladesh. If everything goes well, he is scheduled to visit Dhaka from October 29 to 31. In addition to the courtesy meeting with Muhammad Yunus, he will meet with other advisors, various government officials, representatives of civil society.

During the visit, Volker Turk can inquire about the latest status of the fact-finding mission appointed by the Office of the United Nations High Commissioner for Human Rights. In addition, the Office of the United Nations High Commissioner for Human Rights wants to establish an office in Bangladesh. There can be a big discussion about this.

When asked about this, a senior official of the Ministry of Foreign Affairs said, “Volker Turk had a telephone conversation with the Chief Advisor after assuming responsibility.” The fact-finding mission to investigate human rights violations in July and August was discussed in that conversation. There was a possibility of Volker Turk’s visit to Dhaka last month but later he did not come due to scheduling conflicts between the two sides. However, on the sidelines of the United Nations General Session in New York in the same month. He said that there was a meeting between Muhammad Yunus and Volker Turk.

United Nations Human Rights Office

There are offices of the United Nations High Commissioner for Human Rights in 19 countries around the world. According to the organization’s website, those offices mainly monitor and analyze the human rights situation, provide protection, research, technical assistance to governments, national authorities, civil society, victims and other relevant partners; Provides technical assistance through capacity building and public reporting.

In general, agreements with countries to open offices provide for unfettered access to human rights offices anywhere. Apart from this, running costs of the office are collected through donations.

If Bangladesh allows the office to open, it will be the 20th office.

ঢাকায় আসছেন ভলকার তুর্ক, জাতিসংঘের মানবাধিকার কার্যালয় স্থাপনের সম্ভাবনা

জাতিসংঘের মানবাধিকার হাইকমিশনার ভলকার তুর্ক বাংলাদেশ সফর করবেন। সবকিছু ঠিক থাকলে আগামী ২৯ থেকে ৩১ অক্টোবর তার ঢাকা সফরের কথা রয়েছে। সফরে অন্তর্বর্তী সরকারের প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূসের সঙ্গে সৌজন্য সাক্ষাতের পাশাপাশি অন্যান্য উপদেষ্টা, সরকারের বিভিন্ন কর্মকর্তা, সুশীল সমাজের প্রতিনিধিসহ বিভিন্নজনের সঙ্গে বৈঠক করবেন তিনি।

সফরে জাতিসংঘের মানবাধিকার হাইকমিশনারের অফিস থেকে নিযুক্ত ফ্যাক্ট ফাইন্ডিং মিশনের সর্বশেষ অবস্থা সম্পর্কে খোঁজ নিতে পারেন ভলকার তুর্ক। এ ছাড়া বাংলাদেশে একটি অফিস স্থাপন করতে চায় জাতিসংঘের মানবাধিকার হাইকমিশনারের অফিস। এ বিষয়ে বড় আকারে আলোচনা হতে পারে।

এ বিষয়ে জানতে চাইলে পররাষ্ট্র মন্ত্রণালয়ের একজন জ্যেষ্ঠ কর্মকর্তা বলেন, ‘দায়িত্ব গ্রহণের পর প্রধান উপদেষ্টার সঙ্গে ভলকার তুর্কের টেলিফোন আলাপ হয়। ওই আলাপে জুলাই ও আগস্টে মানবাধিকার লঙ্ঘনের ঘটনা তদন্তের জন্য ফ্যাক্ট ফাইন্ডিং মিশনের বিষয়টি নিয়ে আলোচনা হয়।’

গত মাসে ভলকার তুর্কের ঢাকা সফরের একটি সম্ভাবনা ছিল কিন্তু পরে দুপক্ষের শিডিউল না মেলার কারণে তিনি আসেননি। তবে একই মাসে নিউইয়র্কে জাতিসংঘের সাধারণ অধিবেশনের সাইডলাইনে ড. মুহাম্মদ ইউনূস এবং ভলকার তুর্কের বৈঠক হয় বলে তিনি জানান।

জাতিসংঘের মানবাধিকার অফিস

পৃথিবীর ১৯টি দেশে জাতিসংঘের মানবাধিকার হাইকমিশনারের অফিস রয়েছে। সংস্থাটির ওয়েবসাইট অনুযায়ী, ওই সব অফিস প্রধানত মানবাধিকার পরিস্থিতি পর্যবেক্ষণ ও বিশ্লেষণ, সুরক্ষা, গবেষণা, সরকার, জাতীয় কর্তৃপক্ষ, নাগরিক সমাজ, ভুক্তভোগী এবং অন্য প্রাসঙ্গিক সহযোগীদের প্রযুক্তিগত সহযোগিতা প্রদান; সক্ষমতা বৃদ্ধি এবং জনসাধারণের প্রতিবেদনের মাধ্যমে প্রযুক্তিগত সহায়তার ব্যবস্থা করে থাকে।

সাধারণভাবে অফিস খোলার জন্য যে দেশগুলোর সঙ্গে যে চুক্তি করা হয়, সেখানে যেকোনো স্থানে মানবাধিকার অফিসের অবারিত প্রবেশাধিকারের বিষয়টি উল্লেখ থাকে। এ ছাড়া অফিস চালানোর খরচ সংগ্রহ করা হয় অনুদানের মাধ্যমে।

বাংলাদেশ যদি অফিস খোলার অনুমতি দেয়, তবে সেটি হবে ২০তম অফিস।
