In the submitted report, the commission members said that out of the 1,676 complaints received so far, 758 complaints were scrutinized.
According to the report, the commission has found evidence of former Prime Minister Sheikh Hasina’s involvement as an instructor in the disappearance incident. In addition, the involvement of several senior officials of the Hasina administration has also been found; Former Prime Minister Sheikh Hasina’s Defense Adviser Major General (retd.) is among themTariq Ahmed Siddique, former Director General of National Telecommunication Monitoring Center (NTMC) Major General Ziaul Ahsan and police officer Md. Monirul Islam and Mohammad Haroon Or Rashid.

In the report, the commission recommended the abolition of RAB along with the initiation of legal proceedings against the victims of disappearance.

Commission chief Mainul Islam Chowdhury said that the officials involved in the disappearances have done the work in such a way that it becomes difficult to identify them. The various forces exchanged casualties among themselves and executed the plan differently.

He also said that many victims of disappearance are still not free from fear. They were tortured so badly that they are still traumatized.

Noting that the number of reports has increased after the Chief Adviser in his latest statement assured protection and fair trial to the missing persons, the members of the commission requested Professor Yunus to visit the mirror.

They said, “Victims can find refuge if you visit the mirror.”

The Chief Adviser agreed to their request and said that he would shortly visit the Joint Interrogation Cell, known as Ayanaghar.

He thanked the commission members for their interim report and assured them of all necessary cooperation in taking the work forward.

Commission chief Moinul Islam Chowdhury said that they will give another interim report after three months in March. He said that at least one more year is required to complete the work and give the final report.

শনিবার (১৪ ডিসেম্বর) বিকেল ৫টায় অন্তর্বর্তী সরকারের প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূসের কাছে গুম সংক্রান্ত কমিশন তাদের প্রথম অন্তর্বর্তী প্রতিবেদন জমা দিয়েছে। অবসরপ্রাপ্ত বিচারপতি মইনুল ইসলাম চৌধুরীর নেতৃত্বে পাঁচ সদস্যের কমিশন ঢাকায় রাষ্ট্রীয় অতিথি ভবন যমুনায় প্রধান উপদেষ্টার কাছে ‘আনফোল্ডিং দ্য ট্রুথ’ শীর্ষক প্রতিবেদন হস্তান্তর করে।

জমা দেওয়া রিপোর্টে কমিশন সদস্যরা এ পর্যন্ত প্রাপ্ত ১,৬৭৬টি অভিযোগের মধ্যে ৭৫৮ জনের অভিযোগ যাচাই-বাছাই করেন বলে জানান।

প্রতিবেদনে উল্লেখ করা হয়েছে– গুমের ঘটনায় নির্দেশদাতা হিসেবে সাবেক প্রধানমন্ত্রী শেখ হাসিনার সম্পৃক্ততার প্রমাণ পেয়েছে কমিশন। এছাড়াও হাসিনা প্রশাসনের বেশ কয়েকজন ঊর্ধ্বতন কর্মকর্তারও সম্পৃক্ততা পাওয়া গেছে; যাদের মধ্যে রয়েছেন সাবেক প্রধানমন্ত্রী শেখ হাসিনার প্রতিরক্ষা বিষয়ক উপদেষ্টা মেজর জেনারেল (অব.) তারিক আহমেদ সিদ্দিক, ন্যাশনাল টেলিকমিউনিকেশন মনিটরিং সেন্টারের (এনটিএমসি) সাবেক মহাপরিচালক মেজর জেনারেল জিয়াউল আহসান এবং পুলিশ কর্মকর্তা মো. মনিরুল ইসলাম ও মোহাম্মদ হারুন অর রশীদ।

প্রতিবেদনে গুমের শিকার ব্যক্তিদের বিচারিক প্রক্রিয়া শুরুসহ র‍্যাব বিলুপ্তির সুপারিশ করেছে কমিশন।

কমিশন প্রধান মইনুল ইসলাম চৌধুরী জানান, গুমের সঙ্গে জড়িত কর্মকর্তারা কাজটি এমনভাবে করেছেন যাতে এগুলো শনাক্ত করা কঠিন হয়ে যায়। বিভিন্ন ফোর্স নিজেদের মধ্যে ভিকটিম বিনিময় করেছে এবং পরিকল্পনা ভিন্ন ভিন্নভাবে বাস্তবায়ন করেছে।

তিনি আরও জানান, গুমের শিকার অনেকে এখনো শঙ্কামুক্ত হতে পারছেন না। তাদের ওপর এতটাই ভয়াবহ নির্যাতন চালানো হয়েছিল যে তারা এখনো ট্রমায় ভুগছেন।

প্রধান উপদেষ্টা তার সর্বশেষ বক্তব্যে গুমের শিকার ব্যক্তিদের সুরক্ষা ও সঠিক বিচারের আশ্বাস দেওয়ার পর রিপোর্টের সংখ্যা অনেক বেড়েছে উল্লেখ করে কমিশনের সদস্যরা অধ্যাপক ইউনূসকে আয়নাঘর পরিদর্শনের অনুরোধ জানান।

তারা বলেন, ‘আপনি আয়নাঘর পরিদর্শন করলে ভিকটিমরা অভয় পেতে পারেন।’

প্রধান উপদেষ্টা তাদের এ অনুরোধে সম্মতি দিয়ে জানান, স্বল্প সময়ের মধ্যেই তিনি জয়েন্ট ইন্টারোগেশন সেল, যা আয়নাঘর নামে পরিচিতি পেয়েছে সেগুলো দেখতে যাবেন।

তিনি কমিশন সদস্যদের তাদের অন্তর্বর্তী প্রতিবেদনের জন্য ধন্যবাদ জানান এবং কাজটি এগিয়ে নেওয়ার ক্ষেত্রে প্রয়োজনীয় সব সহযোগিতার আশ্বাস দেন।

কমিশন প্রধান মইনুল ইসলাম চৌধুরী জানান, তারা তিন মাস পর মার্চে আরও একটি ইন্টেরিম রিপোর্ট দেবেন। কাজটি শেষ করে চূড়ান্ত প্রতিবেদন দিতে কমপক্ষে আরও এক বছর সময় প্রয়োজন বলে জানান তিনি।
