Despite major changes, the administration did not speed up
At least 10 important ministries and departments currently have no secretaries. The additional secretaries assigned to these offices are continuing the routine work of the secretary. But no important decisions are being made. The most important post in field administration is the Deputy Commissioner (DC). There is no DC in eight districts for almost a month. Among these districts there are also divisional headquarters districts. In Rajshahi division, there are no DCs in four of the eight districts.
There is no effort to fill these vacancies in the Ministry of Public Administration. Somewhere there are cases of cancellation of orders after posting someone. Meanwhile, a large number of officers of two batches are waiting for promotion in the post of joint secretary and deputy secretary. Despite not being able to show efficiency in the work of posting and promotion, on the contrary, the top officials of the Ministry of Public Administration are involving themselves in various controversies.
Meanwhile, several ministries and departments have been appointed as senior secretaries and secretaries on contract basis. There is also criticism and dissatisfaction with this. Many say that this government is following the path of past governments.
Apart from the Ministry of Public Administration, the speed of work of various ministries is extremely slow. The concerned secretaries are not able to show efficiency to speed up the work of these ministries. Some have given up. After the interim government assumed office on August 8, major changes were made in the post of secretary, but the speed of work in the administration did not increase.
The same is the case with various development projects. After the interim government took over, more than five hundred officials who were deprived during the Awami League government have been promoted in several steps. They are also being posted. The new officials have also not succeeded so far in speeding up government work.22 secretaries appointed during the Awami League government are still in charge of various ministries and departments. New secretaries have been given to 26 ministries and departments. Contracts of 17 senior secretaries and secretaries have been canceled after August 8. 15 people have been removed from duty and made OSD. Among them five senior secretaries, 10 secretaries. Apart from this, the appointment of 18 other people who were working in different places on contract in the rank of secretary has been cancelled.
Apart from this, several officers of Grade-1 and Additional Secretary level have been made OSD. At present more than two hundred and fifty officers of various levels are OSD. Never before have so many officers of the rank of Senior Secretary, Secretary and Additional Secretary been OSD together. Top posts are vacant due to OSD of previous government appointees in various important departments.
Simultaneously 10 secretary posts are vacant
Currently three ministries and six departments are vacant. The three ministries are Ministry of Information and Broadcasting, Ministry of Shipping and Ministry of Cultural Affairs. Departments without secretaries are Secondary and Higher Education Department, Law and Parliamentary Affairs Department, Planning Department, Financial Institutions Department, Security Services Department and Local Government Department. These posts are vacant for three days to two months. Apart from this, there is a vacancy of one member in the rank of secretary in the activities department of the Planning Commission.
The cases of cancellation of appointments to the post of secretary and DC and cancellation after a few days of contractual appointments are happening in public administration. On September 30, Chairman of BIWTC AKM Matiur Rahman was promoted to Secretary of the Ministry of Shipping. He was made OSD on October 2. Elahi Dad Khan, a retired Food cadre officer, was appointed as Food Secretary on September 30 agreement. The government canceled his appointment the next day. Chairman of Energy and Power Research Council on August 14. Mokabbir Hossain was transferred as Senior Secretary of Public Security Department. On August 17, Mokabbir was transferred to the post of Secretary of the Ministry of Science and Technology.
The Ministry of Public Administration is giving rise to a lot of discussion as it was canceled shortly after the decision. If asked, the senior secretary of this ministry. Md. According to a source in the Ministry of Public Administration, the condition for appointment to the post of secretary is to serve as an additional secretary for at least one year. Recently, a proposal to relax the recruitment rules for appointment to higher posts was not approved. Apart from that, as there is no full-time adviser in public administration, all the problems of all cadres and the demands of the deprived people are under pressure on the public administration secretary. In this, the secretary is struggling to cope with the pressure while doing official work.
Eight districts are running without DC
On September 10, the appointment of eight of them was canceled a day after new appointments were made in 34 districts as DCs. No one has been posted in these districts even in a month. The districts are – Rajshahi, Natore, Jaipurhat, Sirajganj, Kushtia, Rajbari, Shariatpur and Dinajpur. It is learned that the Additional District Commissioners (ADCs) are continuing their routine work.
Public Administration Ministry Deputy Secretary PKM Enamul Karim was appointed as Sylhet DC on September 9. The next day, Enamul’s appointment was canceled and another person was appointed as DC. Later Enamul was OSD.
When asked about the filling of the vacant post of DC, the additional secretary of the recruitment, promotion and posting sub-division of the Ministry of Public Administration said. Abdur Rauf told Samakal, “We are trying to give quick posting.” No new fitlisting will be done in DC recruitment for the time being. Eight people will be appointed from the existing fitlist.
Officials of the Ministry of Public Administration said that officials are not available according to the eligibility criteria for appointment to various posts in the field administration. In some cases relaxation of conditions was proposed but it was not approved.

Dissatisfaction with the contract
Contractual recruitment administration is always looked upon negativelyEven during the current government period, the Cabinet Secretary, Principal Secretary to the Chief Adviser, Secretary to the Chief Adviser’s Office and senior secretaries and secretaries of several important ministries including Public

Later contracts of several other posts were cancelled. After that 6 people were appointed on contractual basis in the administration. All of them are BCS 1982 regular batch officers. After that some more posts are appointed on contract basis step by step. Yunus Center official Lamia Morshed has been appointed as the chief coordinator of SDG in the rank of senior secretary in the agreement. In addition, coordinator of the liaison committee of anti-discrimination student movement. Mahfuz Alam has been appointed on contractual basis as Special Assistant to Principal Adviser in the rank of Secretary.

Meanwhile, most of the administration officials do not want new and contractual appointments. According to them, three to five officers are denied promotion when a secretary is appointed on contractual basis. This disrupts the administration’s chain of command and creates frustration.
